PPECB and the Chairman of Agri-Hub
South Africa’s Fruit Information Pools: Time to End the “Tri-Partheid”
To the CEO of PPECB and the Chairman of Agri-Hub,
The South African fruit industry continues to place increasing regulatory, compliance, and statistical reporting demands on the information systems that support its operations. As information system providers (ISPs), we facilitate the flow of critical data from farms, packhouses, cold stores, exporters, agents, and ports into the industry’s various information repositories.
Today, the industry effectively maintains three separate information pools, or two if one considers the ongoing convergence of PPECB and eCert. Each of these pools requires integration, maintenance, support, and ongoing compliance from industry software providers and, ultimately, from the businesses that fund and use these systems.
While PPECB and eCert have made significant progress through the development of modern integration standards and interoperability between their platforms, the full benefit of bringing eCert into the PPECB environment has yet to be realised. There remains an opportunity to create a truly unified regulatory information framework that serves the industry’s needs more efficiently.
At the same time, Agri-Hub continues to rely on an aging fixed-position flat file standard to maintain its information pool. Although investments have been made in a new platform, the industry has yet to see the transformational benefits that such an investment should deliver. More concerning is that the very integration standard upon which Agri-Hub currently depends has effectively been superseded. Rather than leading the development and adoption of the next-generation industry standard, Agri-Hub now faces the risk of being overtaken by it.
This situation creates a growing burden for software providers and industry participants alike. Maintaining multiple integrations to deliver substantially overlapping information is costly, inefficient, and increasingly difficult to justify. Resources that could be directed toward innovation, improved services, and industry growth are instead being consumed by the need to support parallel reporting structures.
The request from Paltrack, and we believe many others in the industry, is straightforward:
Provide a single integration point and a common industry standard for meeting South Africa’s regulatory and statistical information requirements.
The foundation for this already exists. PPECB and eCert collectively hold a substantial portion of the industry’s operational and compliance information. Agri-Hub, meanwhile, possesses data and capabilities that are not yet fully represented within the PPECB and eCert ecosystem. The logical next step is to establish an effective information-sharing framework that leverages the strengths of each organisation while eliminating unnecessary duplication.
The industry now requires clear strategic direction.
Either:
- Accelerate the consolidation and sharing of information between PPECB, eCert, and Agri-Hub to create a unified industry information framework; or
- Make the necessary investment and commitment to ensure that Agri-Hub remains a viable, trusted, and relevant alternative source of industry information.
The current middle ground is serving no one particularly well. Confidence in published information inevitably declines when organisations are under-resourced, data sources overlap, and industry participants are required to report the same information through multiple channels.
South Africa’s fruit industry is recognised globally for its innovation, efficiency, and ability to collaborate. The management of industry information should reflect those same strengths.
We urge PPECB and Agri-Hub to engage decisively, define a shared vision, and provide the industry with the clarity it needs. The cost of maintaining three parallel information ecosystems is no longer sustainable, and the opportunity to create a simpler, more effective model has never been greater.
The technology exists. The data exists. The need is clear.
The industry needs clear and decisive action.
Sincerely,
Andries Mouton
Paltrack Managing Director
